Pelosi: GOP spending bill 'doggy doo with a cherry on top'
House Minority Leader Nancy Pelosi (D-CA) says the GOP spending bill that includes one year of funding for the Children's Health Insurance Program or CHIP was like "doggy doo with a cherry on top" pointing to a number of programs that would make CHIP work more effectively being excluded from the bill.
